An appropriate Project Plan license needs to be assigned to your Office 365 users to use Project for the web or Roadmap. However, users that are assigned certain Office 365 licenses are allowed to have view access to Project for the web and Roadmap.This will allow them to have read-only access to projects and roadmaps that are shared with them, without needing to be assigned a Project Plan license.

To assign tasks, your project needs to be associated with an Office 365 Group. If you’re the project owner, you can: Add your project to a group by choosing Group members at the top of your project. Add or remove people from the project’s group. To assign a task: In the Assigned to column for a task, select the person icon. If you have multiple Office products you may have to scroll through the list of your owned products, or if you have an Microsoft 365 subscription, in the header, select Services and subscriptionswhich lists all the Microsoft products you own. Locate the version of Project you want to install and select Install.

If your users need to be able to edit or create projects or roadmaps, you will need to purchase the appropriate Project Plan license and assign it to the user.
